A Study On Partner-selection Of Technical Standard Alliances Of Information Industry

Because the technical standard alliances play a significant role in the establishment and diffusion of the technical standards,it has gradually become a consensus to establish one's own standard system through technical standard alliances, and the technical standard alliances have become a pervasive phenomenon of information industry. Because most of the technical standard alliances in China have just founded, and the partner-selection is the key to the success of the alliance, so the research on the partner-selection of technical standard alliances is very important to the government and enterprises in China. This article has five parts:Chapter 1 expounds the background and the basic relevant theories of technical standard alliances, and introduces the subjects, the route and the methods of the paper. Chapter 2 studies the characteristics of technical standard alliances of information industry and their influence on the establishment of technical standards. We found a four-stage partner-selection model of technical standard alliances based on some relevant theories, and then select partners with the principle of clustering analysis to determine the scope of partners. Chapter 3 firstly builds a partner capacity evaluation indices, and then founds a partner evaluation model based on the principle of AHP and fuzzy evaluation, and validates the effectiveness of the models and the methods through an example in the end. Chapter 4 researchs how to get more benefits in the the benefits harmony of partner-selection based on the negotiation models. Chapter 5 analyzes the risk control in the partner-selection, including controling the risk of adverse selection behaviors with the signalling models and controling the risk of opportunistic behaviors with reputation models. The last part simply summarizes the main conclusions, the innovative points, the limitations and the further research directions of the paper.This research shows that the technical standard alliance of information industry is a new alliance and differs from other alliances. The parter-selection is the key to success of the alliance, and is a complicated systems process. This research can enrich the theories of technical standard alliances, and also can provide some advice for the development, especially the parter-selection of the technical standard alliance of information industry in China.
