But the nature of most urban public goods is quasi-public goods, which plays a very important role in urban economic development. Traditional theory holds that the supply of urban public goods is the government's responsibility, but since the 1980s, under the influence of "new public management" theory, market-oriented operation began to work on quasi-public goods supply, the originally single system of quasi-public goods supply by the government gradually evolved into a pattern with diversified supply subjects. While the economical efficiency of urban quasi-public goods supply is concerned a lot, their public welfare is often undermined. Moreover, because of the characteristics and the dynamic boundary of the quasi-public goods, which gets the urban public goods supply into trouble.This paper, taking urban quasi-public goods as the research object and using theories as public goods theory, multi-center supply theory, public choice theory and new public management theory, adopts the theory described method to analyze the basic problems concerning diversification of urban quasi-public goods supply. Taking the diversification of city library supply as an example, we use case analysis to implement a detailed analysis on the difficulties as well as their reasons in the process of diversification of China's urban quasi-public goods supply. And accordingly propose measures to improve the diversification of China's urban quasi-public goods supply: the government must strengthen legislation and provide policy support to address the controdiction of public good and economic; introduce competition mechanism to improve the efficiency and quality of quasi-public goods supply; guide the cooperation and coordination of supply subjects to construct a reasonable exchange and cooperation mechanism; monitor the supply process and clarify the relationship between the supply subjects; carry out a wide range of supporting reform concerning urban quasi-public goods supply.There are six parts in the present study, including: (1) Introduction; (2) the literature review of the diversification of urban quasi-public goods supply; (3) learning of theories on the diversification of urban quasi-public goods supply; (4) the necessity changes of the diversification of urban quasi-public goods supply; (5) The dilemma of the diversification of urban quasi-public goods supply based on the analysis of library products; (6) measures to improve the diversification of urban quasi-public goods supply. | | Keywords/Search Tags: | Urban Quasi-Public Goods, Supply Subjects, Diversification, Measures | PDF Full Text Request | Related items |
