Since reform and opening, civil aviation industry of China developed rapidly. Between 1978 to 2003, the average development speed of Chinese civil aviation industry was more than two times of the world average speed. Cheerful prospect and less developed situation of Chinese civil aviation industry attract more and more overseas competitor coming into Chinese market. Civil aviation industry enters an age of high cost, high risk and low returns. Considering gradually serious market environment and increasing operational risk, A stock aviation company, as a leading aviation company in China, implemented a series reform. In the process of reform, how to carry effective performance management and realize strategy objective of the organization has become problems all companies need to think about carefully.This paper bases on the development environment of Chinese aviation industry, using the case of A stock aviation company, applying performance management theory, expectation theory, HRM theory, objective management theory and satisfaction theory, analyses the performance management system and affect mechanism of C filiale of A company. The paper also analyses some aspects of enterprise culture, management model, management practice and management function of current performance management model so as to find the problems and the cause of the performance management system of C filiale of A company. Then the paper, respecting the characteristics of civil aviation industry, gives out measures for the performance management system including improving employees position management system, building balance scorecard management system and building enterprise culture focusing on encouraging service and technology innovation. During the reform of A company aiming to strategic restructure and building management model based on network, some viewpoints and models of this paper has much significance for building a improved performance management system and can be drawn lessons by all other aviation companies wanting to improve performance management system.
