Study On The Effect Of The Implementation Of The Minimum Living Security System For Rural Residents In Hunyuan County Of Shanxi Province

"Under the current standard,the poor can achieve poverty alleviation,poor counties all off the hat,to solve the regional overall poverty" is the Eighth Fifth Plenary Session put forward a comprehensive goal of building a well-off society.It is helpful to find out the problems in the implementation of the current system and to fill the shortcomings,to promote the effectiveness of the system,to improve the basic living conditions of the villagers in the poverty-stricken areas,to make the grassroots villagers get rid of poverty as soon as possible,Deepen the new rural construction and poverty alleviation and development work,so as to solve the "three rural" problem.On the basis of combing the current situation of the minimum living security system of rural residents at home and abroad,this paper used the theory of regional anti-poverty theory,social equity theory,system supply and demand and equilibrium theory and so on,combined with the villagers on the minimum living security system to implement the effect of satisfaction analysis,analyzed the problem by means of a combination of questionnaire and quantitative analysis.Through the investigation and study of 100 villagers in 5 townships in Hunyuan County,Shanxi Province,it is considered that the satisfaction of the rural residents in Hunyuan County to the implementation of the minimum living guarantee system for rural residents to be improved.By using the Probit model,the satisfaction degree of the villagers 'implementation of the minimum living guarantee system of the current rural residents is taken as the dependent variable,and the indicators that may affect the satisfaction of the villagers are analyzed as the independent variables.The results showed that the educational level of the villagers,the health status of the villagers,the average annual income of the family,the reasons for the implementation of social assistance and other factors on the satisfaction of the more significant;whether the salvage to meet the basic needs of life,change in family living standards,the effect of the subsistence allowances on the difficulties of solving the difficulties of the poor,the influence of the factors on the satisfaction of the local government after the implementation of the system is more significant;The degree of understanding of the system,whether the object of subsistence allowances,security standards,the amount of protection for the public,whether the situation of the subsistence allowances sampling,review,whether there is a monitoring mechanism and reporting channels and whether to withdraw from the scope of the initiative to withdraw from the minimum of the salvors and other factors on the satisfaction of the more significant.Resulting in low satisfaction with the reasons of the system propaganda is not in place,the villagers on the understanding of the system there is a deviation;low level of salvation,single aid means,the effect is not obvious;check linkage mechanism is not perfect,the lack of professional staff,extensive work;the relevant supporting mechanism is not perfect,the operating procedures are not standardized,affecting the actual effect of the system;information disclosure is not in place,the regulatory role is not significant;related laws and regulations lag,the lack of effective implementation of the system.Finally,the proposed to strengthen the system propaganda,to correct the villagers to understand the bias;to improve the level of salvage,to change the salvage a single means to strengthen the rescue effect;improve the verification linkage mechanism,with professional staff,make the work refinement;improve the supporting mechanism,To ensure that the minimum living security system for rural residents to play a practical effect;to strengthen information disclosure efforts to strengthen the supervision of the role,to promote the smooth implementation of the system;improve the relevant laws and regulations for the effective implementation of the system to provide recommendations to improve the local villagers on the implementation of the system satisfaction,strengthen the effect of institutions in the region.
