Lood back the passed twenty years, we had surplus of electric power three times: the 1980s, 1990s and the end of 1990s. However between them we lack electricity, there are many reasons to cause this situation. Considering the relation of supply and demand, it is because demand is more than supply. There are three reasons to cause supply insufficient, the first one is electricity power is not enough, the second one is supply capacity of electricity net is not enough, the third one is distribution of supply and demand cause regional supply insufficience. At the end of 1990s, the lack of electric power speed up the electric enterprise system reform.The business enterprise of G is jointly invested and operated by some Guangxi enterprises under the background of national electric power enterprise reform.
