| Today the scientific and technological company incubators have been developing into the important supporting platform and high-tech achievement-transforming base of high-tech industrialization of regional development and effective carriers where science and technology join with economy for economic development. The governments of every province, city and autonomous region in China have established the encouraging policies and measures needed to insure the proper development of the scientific and technologic company incubators. Funds, taxation preferences, land for location, personalities, risk capital guarantee, etc, which supplied by governments help to make scientific and technological company incubators increase in numbers, strengthen in abilities and perfect in functionas.In the first, second and third chapters we neatly introduce the concept, the start, development and a strategic study of China and foreign countries scientific and technological incubators. In the fourth chapter, the analysis tools of SWOT and Michael E. Porter's matrix for 5 competitors are used to allow analysis to the interior and external environment of the Nanning New Technology Incubator. In the fifth chapter, we constructively design the Nanning New Technology Incubator's mission according the conclusion of the above. Which are, 'Technology aides in achievement of goals, incubating enhances development, creation establishes brands and let's establish an international scientific and technological incubator covering Chinese-association of southeast Asian nations and possibly the Globe'. We address its' future objectives, general and competitive strategy in this chapter too.
