| The transforming of development institutes into enterprises is important to restructure our country's national innovation system. Since the July of 1999, government reformed the development institutes in order to accelerate to form the technology innovation system, accelerate technology and market combination, accelerate technology product enter the market and strengthen the institutes vitality. The institutes can choose different reform orientation according to their own situation. To the end of 2002, almost all development institutes have completed the transform work. But from the development of these years we can find there are many difficulties they face and some of them even throw doubt upon the reform. More and more institutes lost their way to future development. So this paper studies how to evaluate the capability of these institutes during their strategic development.Based on research to the theory of Strategic Management and Core Competence, this paper gives the definition of strategic development capability: it's a kind of essential capability which based on strategic orientation. The strategic development capability of development scientific research institution is the institutes must own the essential capability based on the requirement of NIS.
