Enterprises are being involved in a new era dominated by knowledge economy. Human resource management is playing a more dominating role in the strategy of an enterprise. The challenge from knowledge economy requires the complete refreshing of the conventional HRM conceptions and the restructuring of the HRM system to meet the needs of the new era and ensure the survival and development of an enterprise.After the analysis of knowledge economy era's characteristics, the thesis presents the challenges enterprises face in the knowledge economy, such as the changes of the property rights structure, the competition idea and the social environment, the thesis proposes to build a flexible human resource management system with enterprise reengineering by the enterprise reengineering theory. Based on the theories of enterprise reengineering, flexible management, humanity hypothesis, human-oriented management and enterprise culture, the thesis builds a scientific human resource management reengineering strategy of human resource localization, knowledge management and capability-orientation. Under the direction of the human resource reengineering strategy, the implementation of the strategy is then applied in all the sub-system, which are organizational operation, human recruitment, human resource development system, human resource employment system and human resource retention system, of the enterprise human resource system, and supported by information technology to facilitate the integration of the human resource system and build the flexible human resource management.By the flexible management theory to reengineer traditional HRM system, the thesis proposes a new reengineered strategy of HRM system and an implementation to plan for different parts of the system. The thesis provides the enterprises a framework to build a practical and systematic HRM.
