Therefore, the author considers that it is important to thoroughly probe and discuss the purchase and reserve system of urban land in our country, analyze its existing problems, finally put forward some solution and the direction of further regulation and development.The article utilizes theory which is relevant to the purchase and reserve system of land, such as land supply and demand, consign and deputy, etc, starts with the background and connotation of the purchase and reserve system of urban land, then expounds the actuality,operation system and pattern of the purchase and reserve system of land and uses the game theory to analyze the gambling behaviors of central government-local government, local government-farmer, etc, obtains reasons why some extrusive problems exist in the course of the system operation. Combining the practice of the purchase and reserve system of urban land, finds out some system defects during the system operation, aiming at the existing problems, brings forward four support systems: financial support system, fund support system, the risk guard support system as well as the surveillance system, and advances corresponding suitable measures, for instance, strengthening the guidance of government, establishing and consummating correlative mechanisms and so on, hoping that it will react on the favoring circulation.
