With the development of market economy, more and more state-owned land enter into the market, in which the urban land is main, so the assets value of land resource is more apparent day by day. According to the estimate, at present the state-owned assets of our country is thirty-three trillion RMB, in which the state-owned land assets reaches twenty-five trillion RMB. It is the important problem of the government how to operate the enormous assets.This article begins with the characters of land, leads to the concept and the character of the urban land, explains the necessity of the urban land arranged by market, puts forward the idea of capital operation in the urban land, and leads into the center of this article, the system of the urban land requisition, purchase and reserve, which is a innovation about the land market management of our country, and is the inevitable selection of the operation city of our country. Focus on the argument, this article makes a deep study and discuss about the meaning, function, operation principle and mode of this system, and detailed analyses the formation of urban land requisition, purchase and reserve system in Tianjin, and finally analyses the operating project.The system of land requisition, purchase and reserve is the means to regular and control the land market, which appears conforming to the reform of land management system and the basic law of market economy. The key content of the system is that the government purchases and reserves land according to law, and controls the supply level of first-grade land market. The system of land requisition, purchase and reserve is put into force, which is the important way to speed up the urbanization of our country.
