Post-project Evaluation Study Of Yurun(Xuzhou) Agricultural And Sideline Products Global Sourcing Center Project

Under the new normal situation of economic development,as one of the main nodes in the supply chain of agricultural by-products industry,the procurement center of agricultural by-products has become an important hub connecting the "small production" of farmers at the production end and the "big market" at the social sales end.Yurun(Xuzhou)Global Purchasing Center for Agricultural and Byproducts is a major functional project of the logistics center of Huaihai Economic Zone,which is one of the three major metropolitan areas in Jiangsu Province,according to the decision-making deployment of the Xuzhou Municipal Committee and the provincial government to "revitalize the old industrial base of Xuzhou".This project has played an important role in accelerating the development of food and agricultural by-products processing,commerce,logistics and other 100 billion yuan pillar industries in our city,and in building the commercial and trade logistics center around Xuzhou radiation.In order to objectively analyze the level of project construction and operation management,and to promote the construction of similar projects and industry development in the future,it will be of great theoretical and practical significance to construct a scientific and reasonable post-evaluation index system for agricultural and sideline products procurement center,and to conduct empirical research in combination with Yurun(Xuzhou)project.Through consulting a large number of domestic and foreign literatures on the global procurement center of agricultural and sideline products and project post-evaluation,this paper chooses the project post-evaluation of the global procurement center of agricultural and sideline products as the research topic,establishes the project post-evaluation index system according to the principles and steps of the index system construction,and then evaluates and evaluates specific projects by using C-OWA operator method and grey clustering method.The price results are analyzed objectively.Firstly,the paper introduces the related theory of post-evaluation,mainly from the aspects of concept and content,purpose and necessity,principle and main methods;then,according to certain principles and steps,it decomposes the post-project evaluation index,and finally establishes the post-project evaluation index system;secondly,it introduces the C-OWA operator method to determine the weight of the index,and expounds the grey system.The related concepts of clustering evaluation are established,and the grey clustering evaluation model is established.Thirdly,through the project of Yurun(Xuzhou)Global Purchasing Center for Agricultural and sideline Products,the empirical analysis is carried out,including the introduction of project overview,the specific process of project post-evaluation and the analysis of the results of project post-evaluation.Finally,the article is summarized and prospected.
