With the development of economic globalization, specialization and technology, the firms are more and more absorbed in which it is good at. They try to exert their strengths and focus on cooperation with other companies. Outsourcing, as an important strategy which can make good use of company's limited resource, reduce the cost and advance the core competence, has been widely welcome by all kinds of companies. As the important branch—human resource outsourcing, is developing quickly too. Human resource outsourcing refers that, in order to carry out the human resource activities much better, companies outsource partial of the activities and integrate them based on the outside good resource. As a result, it can reduce the cost, advance the service quality and focus on the core activities of human resource.Undoubtedly, human resource outsourcing which developed diversified has become popular and active. Moreover, one kind of human resourceoutsourcing----offshoring is becoming a trend, especially in the fieldof non-tradition. Take service industry for example, Emerging Global Labor Market says that there are 1,500,000 human resource activities outsourced from America and west Europe to developing countries. It is estimated that there are another 2,600,000 human resource activities until 2008.On contrast of developed countries, the level of human resource outsourcing in china is lower. The ratio of the quantity of HR staff to other staff is 1:100, while in our country it is 1:30. To prevent to let out the business secret or control easily, HR department put the most of the activity inside with low efficiency. Although many articles and topics in china have talked about outsourcing, but few of HR outsourcing. This article focus on the facts which affect the HRO and different HR function has different infection. The article want to direct the HR practical working.This article has a deep research in HR outsourcing through the study of a lot of literature, real situation and many theories, such as core capability, value chain, transaction cost and so on. Also an analysis model is established to lucubrate the HRO.
