Information Technology is penetrating in business and people’s daily lives, professional skilled developers is particularly important for IT companies, and needs suitable human resources management for attract and retain qualified personnel. So it has important economic implications for research IT enterprise human resource management.This thesis analyzes some researches of the Human Resources Management, identified the main issues of personnel management and in according with them, made a survey. Through a questionnaire survey we compare Human Resources Management system and software developer’s job satisfaction in Chinese and Ukrainian software development companies from six aspects:Organizational structure, Recruitment, Training, Performance evaluation, Compensation and benefits, corporate culture. In order to find the difference between the two countries in practice of human resources management proposed improvement measures and recommendations for the identified problems. Then from Ukrainian cultural backgrounds, law and globalization of the world economy discussed the causes of differences.The cultural differences are reflected in the recruitment, training arrangements and corporate culture. Software developer’s compensation, welfare programs, term of employment contract and probation definition the most affects by labor law. Human resources management in Chinese and Ukrainian software companies has similar recruitment and performance evaluation systems mainly because of globalization and internet developments. In addition, the training and promotion programs provided by the company are important for the Chinese and Ukrainian software developers, but the training satisfaction of Chinese software developers is the lowest, so it’s important for Chinese software development companies to pay attention for new trainings methods.
