In recent years, especially after the urbanization process of China turn into the faster-development stage, the cities are rapid to extend. A large amount of rural collective lands have been transferred to state-owned construction land through the land expropriation of the government. At the same time, a great deal of farmers lost their lands, also losing the rights adhere to the lands besides rights of existence and development, become a new minority community—lose-land farmers. The maintenance to the proper rights of lost-land farmers, keeping the stability of the society, promoting development of the urbanization, is an important topic in the urbanization Process of China, it have important realistic meaning to appropriate resolve to the problem of lost-land farmers .This thesis use an analytical method of game-theory, and establish a game model of government and Iose-land farmer, to analyze the strategy space and the utility function of the players, government and lost-land farmers in the land expropriation. Taking lost-land farmers rights guarantee as the point analyze the influence factor of the utility function that the both players of game, and base on this carry out countermeasure analysis on how to guarantee the rights of lost-land farmers.The viewpoint on how to guarantee to the rights of lost-land fanners, is that must change the content of influence factor in the utility function of the both players of game, carry out the target of the government and lost-land farmers in good coordination. So long as both players' target consistent, they will can attain to carry out a perfect Nash equilibrium and both win.
