Research On The Reform And Perfect Of College Student Medical Insurance System

The new medical reform which began to be implemented in2008, takes thecollege students into the medical insurance system for urban residents, no longerreceiving the public health services. College student medical insurance system solvedthe problem of medical expenses fundamentally, and gave the national support andguarantee funds for medical insurance, so that students can to enjoy basic medicalinsurance like the urban residents. At the same time, it is better to protect the health ofstudents, enhance students’ welfare, so as to promote the realization of the educationequity.College student medical insurance system has been implemented for5years,during this period, there have been some problems. For example, students participatein urban residents medical insurance has been in full swing, but many students don’tknow. Found through research, many students have no idea about the basic content,regulations and methods of implementation of college student medical insurance; theskill of medical staff in college hospital is not high, the equipments are antiquated, thesatisfaction of students is low; in serious illness treatment, basic medical insurancereimbursement amount is low, cannot play a role in treatment.To solve these problems, colleges and universities need to strengthen thestudents’ consciousness of medical insurance and ensure the implementation of thepolicies; the school hospitals need to constantly improve their level of medicaltreatment，to meet the medical needs of students; the government should continue toimprove the relevant policies of college student medical insurance, and focus on ahigher level and broader institutional guarantee. Through the unremitting efforts of allparties, in order to make the basic medical insurance system results show, in order tobuild a multi-angle, all-round, high-level security for college students.In this paper, combined with the implementation of the new medical reform incolleges and universities in Liaoning Province, according to the official data issuedfrom Liaoning Provincial Department of Human Resources, and selected the studentsfrom3universities. Through the data screening, sorting, analysis and statistics, we draw a qualitative conclusion, found and analyzed the problems and reasons ofimplementation of the new medical insurance system, an optimization scheme toimprove the medical insurance system for college students, carried on the analysis andthe feasibility and effect of the scheme, and suggests that we should increase thepublicity of the medical insurance system, improve the hospital management servicelevel, and consummate the medical insurance system for college students.
