Study On The Property Right System Reform In The State-owned Enterprises In Heilongjiang Province

The state-owned enterprises'performance influences the holistic civil economic level in our country, in order to catch the opportunity sustaining northeast old industry base, it has practical meaning that studies on pushing the property right system reform in the state-owned enterprises in Heilongjiang Province.The thesis is based on the urgent need of the property right system reform in the state-owned enterprises in Heilongjiang province. Firstly, it analyzes the characteristics, abuses and deep-seated root belong to the property right system in the state-owned enterprises, and specially dissertates the need of reforming the property right system with considering principal-agent aspect. Then, we adopts the combination method of researching on theories and cases analyzing in this thesis, and analyzes the actualities of the property right system reform of the state-owned enterprises in Heilongjiang province, and clarifies the existing problems from the management systems in state-owned enterprises, the actualities of the enterprises with financial and material difficulties, the management structure of juridical persons, and the construction of property right exchange markets, furthermore, it points out the main causes of the restriction to the property right system reforms, which are the old system culture, lack of the property rights liability body and the property rights exchange body, profit impacts on property right system reform extremely, lack of effective selection, encouraging and restricting systems, the economic burden, and the higher reforming costs. Then, The thesis discusses establishing favorable management structure and high efficiency inspiriting system aim and its principles, brings forward share-right and prospective-right new reform methods based on the former and overseas reform experiences, gives specific countermeasures and proposals in several aspects: strengthen supervision to make reform standardization, the development boost of property right diversification, classifying and pushing the property rights reform by viability, building up a consummate property rights exchange market system, and catching the opportunity sustaining northeast old industry base. Finally, it cites some cases and analyzes successful and failing causes in their property right system reforms, in order to provide some reformational references and illuminations for other state-owned enterprises in Heilongjiang province.
