Property right and transaction costs are the two basis that affecting the resources allocation and availability factors according to the property right theory. Based on the property right theory, this article takes the collective forest ownership reform in Yongan City as the example and point out that the process for the forest reform is also the one for clarifying property right constantly by recalling the forest reform progress since early 1980s. The collective forest ownership system reform which started from 2003 fundamentally clarifies the forested land ownership, powers and functions of forest trees and forest land use right. The property right and the use right have been separated completely. Therefore the property right is clear. Under the property right clarification, the reduction of the transaction costs is an important factor for optimizing the resources allocation and promoting the circulation of production materials. This article shares the concrete practice on the supporting reforms of the six fields conducted in Yongan City, such as property rights circulation, forest technology extension, social and financial capital's investment in forest resources cultivation, new forest economic organization development, change on the rural community management conception and reconstitution of forest management structure. It makes further analysis on the successful experience and shortage existed and put forward proposals for further reform. It is hoped that the experience can be provided for increasing the economic efficiency and forest reform conducted in the other areas.
