The Analysis Of Gansu Province Grid Construction Management Pattern

As expansion of electric power system reform, there is no longer the administration function in Chinese power system enterprise, and all of province company are not independent artificial person yet. But the operating model, especially the construction model of power system is still on the origin. Following the abruption between power production enterprise and power grid enterprise, under the situation of lacking of electric power, the power resource point is the most important competing focus for power production enterprise. Lower cost demands more effective perform in management of scale, quality, investment and time. It's opportunity, also is challenge. The owner's project management is most important focus for all project stakeholder, therefore the central part of this article is the analyzing and discussing of project management to regional power grid enterprise.Based on the practice of power grid construction in Gansu province, my article is the result of analyzing power grid construction case and practicing knowledge of strategy, human resource and financial management. Meanwhile analyze the advantage and shortage of recent management model which used in dimension of inside, outside organization environment and project itself. Comparing the new modern project management and Gansu's method, my article carry out the new way which combine the promoting system of consign, redesigning the procedure, piloting the market and improving contract management.
