During the expediting progress in economic globalization and trade liberalization, global market competition become more drastically, and the form of trade protectionism is changing. Recent years, developed countries using a now tool of trade protectionism---Technical Barriers to Trade. This becomes the primary factor, which affected our foreign trade business. Technical Barriers to Trade has extensively content, legally form, cryptically mode and unrighteous to the developing countries. This enlarges our difficulty in export; weaken our enterprises' competition in global export field.This article will discuss the theory of Technical Barriers to Trade; analyze the effects in economic, China export business, and our countermeasure.This article has 5 chapters:First chapter is an introduction, introduces the theory of topic chosen and background. Based on the define of Technical Barriers to Trade, analyze the characteristic, manifestation, trend of development, and related WTO's regulations. Also introduces the summary of bibliography and this article's frame.Second chapter is frame of WTO-TBT/SPS international regulations. Introduces the WTO's international regulations frame to restrict technical trade barriers. First, will appraise the validity of this international frame on regulate Technical Barriers to Trade, from following angles: compare the jurisdiction, instrument of policies and the installation of objective. Then, bring up the fundamental to solve international contention, which means to judge the legitimacy of technical trade barriers, at last, bring up the necessity of using economics analyze in permitted scope, the basis of rationality judgment.Third chapter discuss the Technical Barriers to Trade 's economic effects:common theory analyze. Introduces the mechanism of Technical Barriers to Trade, long-term effects, and the developing countries' predicament and their countermeasures.
