With the intensification of economic globalization, the competition of their products has increased to competitive brands from the competition of enterprises. Today, as well as increased to competition among the region of countries. In one sense to say that competition among cities is escalating competition in the enterprise market and representing the future direction; the same time, "city marketing," is a brand-new city management, increasing attached importance by theoretical and practical .domains. During city marketing ,that the government's behavior has a great effect on the results for city marketing.Based on the theoretical framework of the "nation marketing" to analyze the government's policy in city marketing. At the same time, also using the theory of marketing , the competitive advantage of nations, Economic development theory and system economy theory and so on to elaborate the government's practical policy and how to applying policy to affect enterprises' managerial behavior in city marketing, from enterprises perspective, enterprises should establish development strategies according to government's policy, and considering costs, quality and marketing capabilities, in three areas to enhance their competition at the micro level .from a global perspective considering the direction of the development of microeconomic competition capabilities .The key is to form the core competitive capabilities of enterprises, and advance the development of different developing roads .From the government's perspective, it should be more attend on how to pursuit for regulate , the rule of law. with international practice in these areas and how to provide help, The government should also create a good environment for entrepreneurship development, has to think about how to supply more policy support to small and medium-sized enterprises. In fact, the government's function is to provide a better policy environment: financing for small and medium-sized enterprises, risk investment system. The government should adopt an open concept, carrying out "Economy for the people" and serve the development of enterprises, the government is just a macro guidance. At the micro level the main is enterprise, Small and medium-sized enterprises can develop the whole city business is not only an empty words. Therefore, in this study, mainly from the government's major and supportive policies, The government's major policies are investment policy, foreign trade policy and industrial policy.
