Facing the great trend of economic globalization, major restructuring and reform have been performed by SINOPEC. As a result, Shengli Oilfield, a major subsidiary of SINOPEC, has become one of the principal parts in market competition.As petroleum is not a reproducible strategic resource, therefore, it appears very important for the research of development strategy for petroleum industry.Based on the brief introduction of the basic situation of Shengli Oilfiled, a giant petroleum enterprise, this paper carries out comprehensive qualitative analysis on the advantage, disadvantage, opportunity, and risk faced by the enterprise by using SWOT combined analysis. Firstly, a comprehensive analysis is performed on factors faced by Shengli Oilfield, such as the international environment, domestic environment and the policy made by the local government. The paper focuses on the analysis of price trends of international petroleum market, therefore grasps the major external factors that influence the enterprise. It is concluded that the external environmental influence means more opportunity than challenge. Secondly, by using the method of expert investigation, this paper focuses on the analysis of the internal environmental factors that affect the development of Shengli Oilfield, such as oil&gas resources, financial status, scientific adaptability, human resource etc, and points out the potential for the further development. Therefore, an important conclusion is advanced that the existence and development of the enterprise is decided by costs. By using methods of expert investigation and layer analysis, a system of indices is established for the evaluation of competitive capability of petroleum enterprise. The system is used to compare the competitive capability of petroleum enterprises both at home and abroad and evaluate the competitive capability of Shengli Oilfield. Based on the above-mentioned analysis, the development strategy for the near future of Shengli Oilfield is put forward as well as the major measures and suggestion s for the realization of the strategy. By absorbing related theoretic research results both at home and abroad and based on the real situation of Shengli Oilfield, this paper focuses on the analysis of environmental factor and forms a strategic planning with relative high operability. The relevant measures and suggestions for the implementation of strategy are also given. Presently, the research result has been reported to the relevant department of Shengli Oilfield. It is hopeful that the result will be recognized by the Oilfield and put into practice selectively.
