In the fierce market competition today, human resources have become the first resources of the enterprise. Research and development personnel are the most important resources of a technology enterprise, they can creatively resolve key technological problems of a technology enterprise. They are an embodiment of competitive power and new-product development power of the enterprise, an indispensable core force of the enterprise to achieve economic index and economic benefit.This paper resumptively generalizes the characteristics of R&D personnel in enterprises and then summarizes the actualities of performance management for R&D personnel. The author ,in the following section, introduces the theories and general situations of performance management in some aspects, and then simply enumerates several methods on performance appraisal, and concerns about the performance management status and central problems existed in Chinese science and technology enterprises, and analyses the trends on the theories and practices of the study on performance management. In the third section, incorporated with the actual conditions of a corporation which is engaged in the pharmaceutical excipient field (LE Corporation), the author describes the current performance management system and the central problems existed in LE corporation, with that analyses the causes of above problems. And then, aim at the faultinesses of the current performance management system of LE corporation,on the base of a determinate systemic design and elementary principle, the author disassembles the unitary object gradually, designs the objectives of R&D personnel and department again by the mains of 360-degree appraisal and key performance indicator appraisal, and concretely discusses the appraisal contents and standards, as well as the feedback and optimization of performance management, and constructs a set of integrated performance management system, by employing some relating theories and methods such as management by objectives,performance management,incentive mechanism,analytic hierarchy process and so on, and referencing on the productions and cases of...
