Human resources flow means the changing of personnel from one station to a new one. HR flow management is vital for the organization to avail the HR reasonably and in order to configure HR optimally. In the other hand, it is of great importance to accelerate the development of individual's capacity and to stimulate the growth of individual's creative ability.By dialectic consideration as the key methodology, literature research, comparative research, surveying and system analysis etc., the dissertation reviews the theories of HR flow at home and abroad. And then it discusses the current status of Sino-foreign HR flow.Secondly, the current status and existing problems of China Customs HR internal flow are discussed in the round. Subsequently, this paper carries on an initial study on the Customs HR internal flow. Finally, the dissertation proposes a series of advice in strategy to drive customs HR internal flow rationally.Firstly, a lot of scholars at home and abroad studied on HR flow from three angles of individual, organization and society respectively, in order to probe into the necessary and inexorable trend of HR flow.Secondly, during the practice of HR flow management, based on the post classification, the civil servants mechanism at abroad is being revised and perfect by introducing the business management mechanism. The evolution of Chinese personnel administration presents such characteristic: in the planning economy, the old personnel mechanism hindered the HR flow with a political and mandatory nature. Along with the step-by-step consummation of the socialist market economy and the further reform of state institution, HR flow in reason becomes more and more important. The establishment and development of state civil servants mechanism initiates a new epoch in HR flow management.Finally, aiming at the problems of the Customs HR configuration and HR internal flow management, the dissertation proposes a series of advice and countermeasures in strategy to strengthen HR internal flow management, as follows: HR flow plan, education...
