The labor force is an important factor affecting economic growth, labor supply in the region will restrict economic development. The three major economic regions are the main engine of economic growth in China, and focus and research on labor mobility will play an important role in promoting economic growth and enterprise development in the three major economic regions. The sixth census results show that in2010, the number of floating population in2010gains an increase of81.03%than that in2000. But in recent years, the "labor shortage" information was issued from the three major economic regions, which seems to be a conflict to the current domestic situation with adequate supply and the flow of labor. Determine the affecting degree of factors of labor mobility under this contradiction, which will become the basis on which enterprises in three major economic regions make development strategy and human resource management strategy.Papers makes an analysis of the amount trends of labor flowing into three major economic regions and employment gap trend on the basis of the estimation of the number of labor mobility. The conclusion was obtained that in essence "labor shortage" is not lack of labor supply, but is closely related to whether select the inflow or not. First, based on the traditional regional labor mobility theory, analyze the macro factors impacting on labor mobility, and gain the conclusion that the macro factors are more weakened. From the aspects of Personal characteristics, family factors, and business conditions, analyze the role of micro factors for labor migration, and clear out the impact degree of factors. At last, comprehending the macro and micro aspects of analysis, make a recommendation on how to identify human resource management strategies for enterprises in the three major economic regions, closely integrating the enterprise development with the development of the times, so as to make the scientific planning and enterprise decision, and effective introduction, to retain and motivate talented people, to explore the personnel potential.The paper has some innovative results, compared with the traditional theory. Traditional regional labor theory suggests that the factors affecting labor mobility mainly come from a macro perspective. The paper indicates that the microscopic factors impacting labor mobility is also very important; labors mostly select the flow actively, and companies should give more consideration to the relevant requirements of the labor force; among micro factors, the aspect of business conditions is the factors faced more. and enterprises must pay attention to their own problems and advantages in making related regulations to attract and retain labor.
