According to the problems in operational management of expressway in our country, this paper pointed to establish effective incentive and constraining mechanism by scientific, manifold and workable performance assessment system, which can enhance operational efficiency, reduce cost and promote service quality. The Holism, efficency coefficient method, Analytical Hierarchy Process (AHP) and synthetic judgement method were applied in this paper under the principle which combined scientificity and all-sideness, relativity and system, quantivity and qualitivity. Integrated index system was created with mutual impact and behalf of basic, ameliorative and appraising index. To apply operational performance management and assessment system on expressway company can elevate economic benefits, accelerate transition from extensive management to intensified and scientific management, improve service's quality. |
