With the rapid development of IT and economic globalization, enterprises are facing more complex and unstable business environment. It is getting growing difficult to achieve strategic objectives. The success of achieving corporate strategic objectives can allow enterprises to enhance its competitiveness and realize value growth. The formulation and implementation of the strategy must be based on the evaluation of performance. Innovation is the driving force for the survival and development of enterprises, and it is built on the foundation of customer satisfaction, while is completed by people.Balanced scorecard is currently one of the most popular tools used in corporate strategic performance measurement. This article highlighted on balanced scorecard, analyzed its advantages and disadvantages and brought forward a number of improvements. Then, on the basis of commissioned-agent theory and stakeholder theory, designed the enterprise strategic performance assessment model. The model structure integrated the tools of Balanced Scorecard, Key Performance Indicators and Analytic Hierarchy Process.From the shareholders, managers and stakeholders, the article linked the enterprise performance and strategy, broke the traditional performance evaluation model which only possess the financial indicators, introduced the non-financial performance indicators to link staff, departments and the strategic objectives together to implement the performance management to staff and departments. Through the realization of short-term and ultimate business objectives, ensure the successful implementation of business strategies, maintain the continuing development, and achieve wealth maximization of the business.
