In the Pearl River Delta region, the most migrant worker-populated area of China, migrant workers' basic rights are severely damaged for a series of reasons, such as the absence of government's and Trade union's protection, extremely unbalanced labor-capital relations, the migrant workers having no organizations by themselves. The constant occurrence of irrational struggle for migrant workers' rights has a severe damage on public security and social administration. The protection of basic rights for the migrant workers and construction of a harmonious society in China nowadays call for the emergence and development of non-governmental organizations.Based on investigation and analysis of document data, this paper carries out case study research, sends out questionnaire and has several interviews on some migrant workers. Though newly born, sporadic and having difficulties in persisting, non-governmental organizations pave a way for and have strong effect on organizing social resources, fulfilling the rights of migrant peasants, improving their competences and informing them of knowledge and the pathways to protect their rights. With contemporary resource, social surrounding and system supplies, the development of non-governmental organizations are restricted by the consciousness of migrant peasants to protect their own rights, as well as the capabilities of NGOs.This paper adds new materials to the theory of NGOs and the right protection theory of Social Vulnerable Group, and provided approaches to lessen the pressure of the governments, solutions to prevent social conflicts, as well as answers to protect rights of migrant peasants.
