From the practice, as the owner of the public power and exercise, government has the advantages of administrative protection, and the government has there sponsibility of supplying public goods and protecting vulnerable groups, it is also fully equipped with the ability. In the process of protecting the rights and interests of vulnerable groups, the government should play in coordinating the interests, policy support and assistance of self-reliance, but now the government responsibility in these areas also exist functional transformation, functional absence and functional offside. After analysis the means of vulnerable groups protection in the United Kingdom, Singapore, Chile and other countries, this paper obtained the following revelations:First, institutional arrangements should be reasonable, reform in all areas should be coordinated; Second, strengthen the main role of government in the process of vulnerable groups protection; Third, improve the laws and regulations, strengthen social supervision; Fourth, equal emphasis on relief and development, strengthen the system of incentives for the unemployed; Fifth, give full play to the role of civil society organizations.According to the enlightenment and in combination with actual conditions, this put forward the view that the government should play a leading and main role in the protection of vulnerable groups. Through smoothing the interest expression system and standardizing the interest compensation system, completing the legal protection system and improving the social supervision system and soon to perfect the system-building for vulnerable groups; through perfecting the employment policy, adjusting the income redistribution policy, promoting pro-poor development policies and extending social security policy to strengthen policy support for vulnerable groups; through the social education training, nurturing special rights protection department, carrying out social workext ensively, and giving full play to the media role to promote social support on vulnerable group tensively under the guidance of government. Through all these to compile a social safety net, safeguard the lawful rights and interests of the vulnerable groups, then they can share the fruits of social development and the social can develop harmoniously and stably.
