The Study Of Farmers' Income Groupth In Qinshui County

Since the reforn and opening-up, with the agriculture or our country and the development of the agricultultural economy stepping into a new stage,The problems of agriculture. country and farmers become the most prominent. And its core is the problem of the farmers. That the farmers'income is difficult and slow is manifestation, and if the income can be increased reflects the farmers'income , thus it is an important practical significance and theory value to study the farmers'income .In the article ,the author analyzes the factors affecting the farmers'income in Qin shui ,and put forward six measures to increase the farmers'income .Since the reform and opening-up, the income increase of the farmers'in Qin shui covers five stages :the first (1978-1984), the farmers'income increased at a high rate ;the second (1985-1991),the farmers'income increased slowly and at an unstable rate ; the third (1992-1997), the farmers'income rose again ;the fourth (1998-2002),the rate at which the farmers'income returned to normal ;the fifth (2003-now ),a resumed increase of the farmers'income appears .In recent years, there are also some problems in increasing of the farmers'income as following: 1.The agriculture and economic structure are simplistic. The unbalanced development of agriculture, industry and tertiary industry causes that it takes great trouble for them to increase their income; 2. The management of agricultural industrialization walks with difficulty ,and it is too hard to adapt to the development of the market economy ;3.farmers have poor skills in organizing and the social service system is not perfect ;4.the circulation of surplus labours in rural areas is pool ;5.After tax-free the grassroots units are facing more difficulties; 6.The circulation condition sets us worrying .At present, the farmers'income Qinshui increases slowly and at an unstable rate ,and the main factors are as following :1.environmental factors---natural conditions are poor ,traffic condition is restricted and the superiority from area to area is not so obvious.2.economic factors---the foundation of collective economy is still very weak and the skills of self- accumulation are weak too. The comparative benifits of agriculture are low ,The investment circulation is blocked and the investments are scattered .3.humane factors ---the quality of farmers, elementary education and the vocational education are the problems The popularity system of the agricultural science and technology is not perfect . The construction of cadres in countries lags behind agricultural development .4.policy factors---the government have weak skills to carry on the macro-economic regulation and control .The government also don't give enough support to the agricultural subsidy. The macro-economic policy has an influence on the farmers'income .The agricultural informations resources are not made the most of, which can't meet the demand of agricultural information development.The seven measures to increase the farmers'income in Qinshui: 1. facten the strategic regulation of the economic construction in the country; 2. implement the agriculture industrialization; 3. develop the modern agriculture positively ;4.make a further entend of the ways to increase the farmers'income; 5. improve the quality of the farmers; 6 .strengthen the construction of the basic units; 7 .increase the investment in agriculture .
