In recent years,Chinese government keeps developing high-speed rail construction. The file, "the medium and long-term railway network planning " passed in January 2004, points out that by 2020, passenger dedicated line to built more than 12000 kilometers, forming" four lines and four rows "skeleton of transport specific line. In 2008, the ministry of railways, according to "comprehensive transportation network medium and long-term development plan for the medium and long-term railway network planning ", has made the further adjustment. High-speed rail releases the pressure of railway transportation, it will release huge logistics and passenger transportation capacity, push the development of the regional economy along the way. Since China’s high-speed rail was put into operation, its high punctuality, high speed, safety brought a huge shock to civil airline market. The high-speed rail makes civil airline company lack of custermers and decrease the market share, what’s more, some airline company were forced to close. In response to the decrease of custermers caused by the high-speed rail, civil airline began to adopt the way of discounting to compete. So it is important to study the Chinese high speed rail’s impacts for civil airline’s passengers.This paper analyses the situation of the development of the high-speed railway and civil airline, mainly analyses their development history, characteristics and present development situation. Then this paper points out the advantages of high-speed railway and civil airline, through analyzing the advantages of the competition, which are mainly through price competition, cost competition, service competition, strategic competition.In additon, this paper also analyzes the factors influencing passengers’ travel choice:economic cost, time, passengers at the utility and safety. Then this paper gives multimodal transport general concepts and specific concept of multimodal transport at the airport. Combining with the implementation of multimodal transport airport of foreign experience, this paper shows the factors and effect of the implementation of multimodal transport at the airport.The threshold regression model is introduced to analysis the effect of high rail to civil airline, mainly through three periods, respectively for high-speed operation within 4 hours,4 to 8 hours,8 to 12 hours. Through analysing the lanes from Shanghai to Wenzhou,from Guangzhou to Wuhan, from Beijing to Shanghai, from Guangzhou-Zhengzhou, from Guangzhou to Hangzhou,from Hangzhou to Qingdao, from Chengdu to Wuhan, Guangzhou, Chongqing,and from Chengdu to Nanjing, this paper analyses how high rail effect civil airline passenger. Through the analysis, we could find that the opening of the high-speed rail has negative for air passenger crowding out. High-speed rail for air passenger crowding out effect differs from the length of time. Extrusion effect was most significant in short-distance transportation, while midway in the passenger transport, aviation passenger transport development for HSR strong resist force, but also just keep high rail before the advent of air passenger traffic levels, whose growth rates close to zero level. Long-distance passenger transportation, air transport shows its advantages, the emergence of the high-speed rail has no effect on the even after air transport passenger traffic in high-speed rail still increased significantly. Thus, crowding out is inverse to the time spending. High-speed extrusion to air passenger’s extrsion is significant in midway, but with the high-speed rail transport time increases, the time efficiency of air passenger increase, especially in some complex terrain region, line distance is far less ground transportation distance, high speed rail’s speed decreases, air passenger’s high-speed advantage become more important.
