A Discussion Of Government's Role In The Development Of IT Industry

IT (Information Technology) industry has been rapidly growth from 1990s which principal parts are telecommunication, computer and software industry. And It has been the most important strategic industry around the world today. It has been the common knowledge of all the countries and areas that developing civil economic and increasing integrated power through IT and IT industry. However, IT industry in our country is great but not strong. It has been very important for us to study whether the government should play role and which role should be played in the development of IT industry when the government changes its role nowadays.Woodrow Wilson, the originator of Public administration, wrote in his The Study of Administration: It is the object of administrative study to discover, first, what government can properly and successfully do, and, secondly, how it can do these proper things with the utmost possible efficiency and at the least possible cost either of money or of energy. This thesis makes doable conclusions not only by expanding reading, collecting information, research, but also experiences and lessons from work and practice. So it can provide theories and policy advices for IT industry administration. The theory tools which the thesis uses are Public Finance, Systems, Regional Economics, Industry Economics, stratagem, macroeconomics and so on.This thesis starts with the conception and characteristics of IT industry. Then, it introduces the academic bases of government's role in the development of IT industry, current situations and main problems of IT industry today, and current situation of government's role in the development of IT industry also. It discusses the position and role of government in the development of IT industry.
