Sifang Rolling Stock Research Institute (hereinafter referred to as"Sifang Institute") is a state-owned enterprise specializing in R&D, testing and components production for railway vehicles. It was transformed from a pure research institution to an enterprise in 2000 and began to implement the strategic management in 2002. Based on the study and investigation of its development environment, history and actuality, the article introduces the profile of Sifang Institute and the background of its strategic management. It explains the mission, the strategic goal, the development principle and the strategy planning of Sifang Institute. It describes the strategy implementing procedure of Sifang Institute from five aspects that are the integration of business, the restructure of organization, the industrialization, the human resource management and the enterprise culture. It uses BSC to evaluate the strategy implementation results and summarizes the problems existing in the strategic management of Sifang Institute. The strategy adjustment and control theory is used to scans again the external and internal strategic environments of Sifang Institute and SWOT analysis is done, based on which the mission and strategic goal are determined. The article proposes the adjustment solutions for competitive and functional strategies and evaluates the solutions from which the better ones are selected. Finally, the article makes the propositions for the future development of the strategy management of Sifang Institute: Sifang Institute should persist in the determined strategic goal, adjusting the strategies according to the outside and inside environment change and concentrating in the internal construction in order to keep itself on the right way to the final goal.
