Since China entered WTO, state shipping enterprises have confronted fierce competitions from multinational ship-owners. On one hand, competitive environment was improving, state shipping enterprises got more selections and decision rights in route arrangement and operation design; On the other hand, as the environment became more complicated and indeterminate elements increased, the dimension and economic benefits of our companies was incomparable with those foreign companies, which made some persons of ability run off to multinational companies. Under such circumstance, more and more Chinese enterprises started to realize that performance management, as the implement of business strategy management and the core content of human resource management, was the effective approach to integrate human resource, increase performance level, and obtain the competitive advantage of enterprises. While, in the course of practice, performance management still existed many problems, such as the separation between strategy management and performance management, which lead to performance management become mere formality, and couldn't provide any judgment of decision-making for business management.As an example of Sinotrans Container Lines Company, this paper generally constructs its strategy-oriented model by means of Balanced Scorecard, Key Performance Indicator and Analytic Hierarchy process. The performance management system model include four essential parts, which is performance objective system- the core, performance management process- the key, performance management regulations-the criterion and performance management organization and duty system- the guarantee. According to the model given above, this thesis also designs detailed key performance indicator system model and performance management process model.
