Since our country's reforming policy being implemented, there comes to a competitive situation of main six enterprises for Telecommunication industry. Monopoly management of Telecommunication industry by government has been transformed into a free competitive market for the six Telecom enterprises that run similar or same business. This transformation not only need the enterprises to alter their mechanism and management model,but also call for proactive changes in corporate culture. .China Telecom Group needs to regulate the company's strategy and management to adapt market economy. The company should also change its corporate culture to assist the transformation of other aspects and preserve the essence of the corporate culture. In reform of an enterprise, the most important part is alteration and creation of culture. The corporate culture stemmed from monopoly management of planned economy. In the new market environment, to establish the modern telecommunication enterprise,it is important to alter the corporate culture first. Only changing the corporate culture which is not fitting age needs, can the company cope with the challenges that result from organization regulation and profits redistribution.This dissertation ascends the history and analyses actuality of the corporate culture of china Telecom and transformation of market environment. Combined with basic theory of corporate culture, the dissertation applies GPRE mechanism to diagnose the corporate culture of China Telecom. Using questionnaire and dialogism to study the management model, product and service, resource and teams and entrepreneurs, the writer summarized the predominance and the vulnerability of the corporate culture of China Telecom. Furthermore, the dissertation found that the corporate culture of China Telecom owns the feature"theory advanced, action disadvantaged". The dissertation focuses on the transformation of the market environment and the changes of the relationship between government and the enterprise and gives detailed demonstration about the changes. The dissertation tries hard to construct corporate culture system which overcomes disadvantages of the old and fits competitive market economy. Based on studies those, the dissertation establishes the corporate culture system including enterprise mission, strategic objective, core value view, service principles, enterprise behavior principles and staff behavior principles.
