This article elaborates the corporate culture theory, and proposes the viewpoint that corporate culture is the core of core competence. In this foundation proposes the basic mentality of corporate culture construction based on the core competence. The corporate culture construction must persist the following principles: fuse different cultures, persons first, the individuality and the time, the whole staff participation, prominent achievements and so on; Must cultivate and bring honor unique corporate culture value, develop human resources management guided by corporate culture, fully play entrepreneur's role, pay attention to the cultivation of staff consciousness and good faith spirit, and vigorously implement the CIS strategy; Must strengthen the construction of learning corporate culture. This article also researches on China HP culture, analyzes its disadvantagements that hinders the promotion of its core competence, discusses its solution mentality, to provide the reference and the model pattern for other corporates.
