The study on effect of implemented evaluation of Beijing's high-tech industrial policy is a very important link of the implementation of the industrial policy to test the effect of the policies. Its object is the high-tech industrial policy that the nation or the local government has formulated and implemented, its goal is to measure and test the value of the high-tech industrial policy. Then we can determine how to continue, adjust or end the policy. Therefore, studies on effect of implemented evaluation ofBeijing's high-tech industrial policy have the larger theoretical value and great rea- listic significance to ensure the implementation and evaluation of high-tech industrial policy and the effect of reliability and validity.Based in Beijing as an example, an evaluation system about the implemented effect of high-tech industrial policy is established. In the system, I select quantitative and qualitative indicators to analyze. Through quantitative analysis, I discover that the indicators of"value of the fixed assets investment","value of researching infrastru- cture expenditures"and"preparation cost of new product engineering and testing"in"enterprise funds"show the downward trend, and the remaining indicators show the positive change. In addition, through qualitative analysis, I discover that Beijing's high-tech industrial policy is varying from available funds to the system changes. There are something wrong with"the protection of intellectual property rights","regional credit system","enterprise technology and product certification system","the SME service system","diversified financing channels and multi-layer capital market"and"the implementation of policy", I raise the corresponding recommenda- tions to innovate the policy.In this paper, there are two innovations: First, I establish the evaluation system about the implemented effect of high-tech industrial policy. In the system, six quantitative indicators and six qualitative indicators are selected, that can reflect the effect of Beijing's high-tech industrial policy comprehensively. Second, through the analysis, I raise the corresponding recommendations.
