Study On Enhancement Of Employment By Unemployment Insurance

Unemployment, an inevitable social economic phenomenon in the operation of the market economy, is a double-edged sword for market economy. In one aspect, unemployment at a certain level is a stimulus for economic growth, enabling economic restructuring and enhancing the economic vigor. In another aspect, unemployment affects the society, the unemployed person and the person's family to some degree. Unemployment leads to a huge waste of human resource and causes material and mental unbalance of the unemployed person, thus affects economic development and social stability of a country. As the most effective solution to unemployment up to now, unemployment insurance system intends to support unemployed persons and to ensure the production and reproduction of the capability of the unemployed person, and plays a role in adjusting labor demand and supply, realizing income redistribution, alleviating social economic unrest and promoting social economic development by bearing risk passively and enhancing employment actively. The current unemployment insurance system of our country cannot provide appropriate insurance coverage for the increasing unemployment population under the situation of an extensive adjustment of economy and employment structure. How the unemployment insurance system could promote employment more extensively and how the unemployment insurance system could function better are the focus of concern and the key of research at home and abroad. This thesis addresses how the unemployment insurance system of our country could promote employment more effectively and puts forward some suggestions about how the unemployment insurance system could promote employment based on the status quo in China with reference to foreign experiences.This thesis is written in the order of "theory analysis", "status quo comparison and analysis" and "suggestions" on the basis of literature research and consists of five parts. The first part concerns the significance of the subject and has a review of the related field. The second part illustrates the theories about unemployment insurance and employment. The third part elaborates the effects of various aspects of the unemployment insurance (for example, payment condition and payment amount) on the promotion of employment. The fourth part proceeds with an international comparison based on the review of the theories. The last part puts forward suggestions on the basis of review of the theories and the international comparison with reference to the foreign experiences.
