In the traditional industrial economy system, the petroleum has been regard as"blood of industry", and it is in the predominant position in the energy consumption since the World Wall II. In our country, as the petroleum was self-sufficient and could even be exported to other countries for a long time, problems on petroleum security were once overlooked. But in recent years, with the continuous and high-speed development of national economy, domestic supply is insufficient, the import quantity increases fast, the dependence degree on import climbs continuously, and more and more attention has been paid on the problems of petroleum security. Based on the illustration of the research thought train and content of the thesis, the dynamic study of foreign and domestic petroleum security status, and the reserves, the supply and demand condition, the thesis analyzes the competition of the world petroleum resources, and has looked forward to the future of oil demand in our country. It analyzes the existing problem of petroleum security in our country in domestic and foreign supply two aspects, i.e. the increasing dependence on petroleum along with the economic growth of our country, history record of petroleum demand and import volume being constantly renewed, petroleum resources shrinking relatively in our country, insufficient oil reserve, relatively large oil-economizing space, low oil usage efficiency at home, and single import access, the crude oil being influenced by the political factor, the international petroleum market being controlled by others abroad. They all increase the risk rate of petroleum security in our country. After that, it briefly introduces the strategies for perfecting the petroleum security system of those key petroleum consumption countries, such as America, Japan, etc., then conducts the according analysis to it, thus concludes the implications for perfecting our petroleum security system, which includes strengthening diplomacy, increasing reserve and improving the usage effectiveness. At last, based on the above analysis, it comprehensively uses the knowledge of regional economics, economic geography, geopolitics, etc. and takes foreign advanced experience for reference, so as to put forward the according strategies for solving the current petroleum security problems, which include strengthening the oil gas exploration and development, making great efforts to use many kinds of energy, establishing"Four in One"petroleum reserve system, recommending the oil usage in a more cost-effective manner, improving oil efficiency, increasing the petroleum import access, strengthening international energy diplomacy, developing the alternative energy source effectively, setting up petroleum forward market, etc.. The purpose is to perfect Chinese petroleum safe system method and direction at the beginning of 21st century.
