The transition and sustainable development of resources-based cities is not only a tough problem in China, but also an unresolved problem yet to be resolved in the world. There are many resource-type cities in China especially coal resources-based cities. Along with the economic development and changes of market environment, these cities now face many difficulties and challenges in their sustainable development such as resources exhaustion, industrial structure, environmental pollution, ecological destruction and so on. So the sustainable development of resources-based cities is urgent to be resolved. This paper carry out a rudimentary study of promoting the sustainable capacity of Jining city on the main theme of evaluation of sustainablecapacity------promoting path, using fuzzy and synthetic assessment model andindustrial comprehensive evaluation as the main study methods.Firstly the paper outlines the background and meaning of the study, introduces the main content and technical route of this paper. The second part summarizes the related research progress in and abroad China about sustainable development of resource-based cities.Then the third part assesses the sustainable capacity of Jining city by describing the sustainable development of resources-based cities qualitatively and constructing a system of indicators and the fuzzy and synthetic assessment model. The results show that at present the city is transforming from unsustainable development to sustainable development. Except the resource exploitation and utilization is relatively good, the economic development, environmental protection and social development are still in transforming from unsustainable development to sustainable development. On the basis of that, the paper analyses the main problems Jining city now faces in itssustainable development deeply: in the industrial aspect, there are problems such as unreasonable industrial structure, strong dependence on coal resource, high proportion of state economy, poor industrial quality, low export-oriented degree of economy and so on; in the eco-environmental aspect, the problems are striking industrial wastes pollution, serious sinking land and fragile eco-environment; in social development there are undeveloped higher education, lower urbanization rate, hard re-employment and unsound social security.On the basis of the assessment and analysis of the sustainable capacity of Jining city, the forth part firstly defines the developing stage of Jining as a resources-based city, so as to select the best industrial path to promote its sustainable capacity. The result shows that Jining is on the prime stage of its life period. According to this, this paper believes that in this stage the city should extend the industry chain first, then foster and develop new leading industries. This paper selects specialized equipment manufacturing, textiles, timber processing and wood, bamboo, grass and rattan production, food manufacturing and processing, transportation equipment manufacturing as the leading industries that Jining should develop in priority in future.This paper believes that in eco-environment its industrial waste must be increasing if Jining still develops in the present way. In addition, its land sinking is also in a severe condition from the forecast of it. So it is urgent to harness the industrial waste more and strengthen the renovation of its coal land sinking. Besides, this paper divides the city into four ecological functional zones that are the eastern hilly protective zone, southern lakeside and low-lying-land protective zone, western ecological economic plain zone and middle suburban agriculture and complex industrial-mining zone, and brings up some suggestions to protect it ecologically according to each zone.In the end, this paper brings up some more paths in developing circular economy, constructing and perfecting labor-transferring mechanism and social security system, aiming at promoting the sustainable capacity of Jining city.
