Research On Evaluation And Promoting Path Of Scientific And Technological Innovation Capacity Of Cities And Counties In Hubei Province

Cities and counties play an important role in the development of national economy and relying on the technological innovation to develop the economics of city and county has very important significance for building an innovation-originated country,optimizing the industrial structure and balancing urban and rural development.As a big province of science and education in China,Hubei Province has always attached great importance to the work of scientific and technological innovation.Scientific and objective evaluation of scientific and technological innovation capacity of cities and counties in Hubei Province can help local government of Hubei Province to develop scientific and reasonable strategy of innovation from the micro level,create a environment of innovation of science and technology,optimize the allocation of resources and access to better economic benefits and social benefits.The main research contents of this paper are as follows.Firstly,though reviewing and analyzing the present situation of the scientific and technological innovation of cities and countries research both home and abroad,we found that the current research mainly from two angles of creative elements and process to carry out,regional scope is macro and the research on city and county's level is less;on the basis of theoretical research,this article analysis opportunities and challenges which the scientific and technological innovation of cities and countries in Hubei Province are facing under the present new period condition in detail.Secondly,this article construct the evaluation index system about regional scientific and technological innovation from five dimensions as enterprise innovation ability,industrial driving force,environmental guarantee capability,mechanism promoting force,social contribution ability.And using the entropy evaluation method we sort and evaluate the 17 cities in Hubei Province and using clustering analysis method the 17 cities are divided into four regions based on scientific and technological innovation capability,founding that the development of science and technology innovation ability in Hubei Province is very uneven,the ability in Wuhan is far ahead of other cities,Xiangfan,Yichang's ranking is in front while other regional ability generally weaker.This paper using the factorial analysis method conducts the correlation analysis for the 17 cities science and technology innovation ability from the endogenous function and explicit performance two dimensions and make a two-dimension clustering on this basics,finding out the problems of the development science and technology in these cities.Thirdly,based on the above analysis,this article put forward four paths to improve the science and technology innovation ability of cities and counties.The four paths are changeing the ideas of improving the city and county innovation capacity,implementing the "City and county innovation capacity action plan",creating diverse cities and counties innovation business incubators and setting up multi-level characteristics of Industrial technology research Institute.At the end of this paper,the research content is summarized and prospected.
