The research gives an idea about choosing partners, making the problem clear, assigning benefit among the dynamic alliance.Secondly, from the hegemony enterprise angle of view which shows the strategy of choosing partner and considers the elements of choosing partner, we cut the creation of the dynamic alliance into four pieces:(l)dynamic alliance span research, reaching the same goal we need how many different types of partners is considered by the product technical separable degree as well as the circle life of the product; (2)seek and adopt partner enterprises, from the two angles-without paying by shift and with paying by shift, we ought to make sure the core resources which the hegemony enterprise are in need of; (3)choose sub-duty partner, this article uses the method combined data envelope law(DEA) with analytic hierarchy process (AHP) for dynamic alliance to do the research about choosing the partner based on the process of production; (4)several duties optimum composition, make the candidate enterprises optimum composition which is selected by the precious step so that ensure the candidate object is the most effective of all.Thirdly, from the alliance member enterprise angle of view, it elaborates the partner choice strategy. In the strategy of candidate, it points out the conditions for automatic withdrawal and forced withdrawal by defining information. But in candidate's bilateral gambling strategy, candidacy enterprise pursues the relative achievements rather than the biggest achievements, candidate. Not only game with other candidates, but also the hegemony, it is not the perfect information, it makes the candidate's campaign more difficult.At last from the stability of the dynamic alliance to analysis, and state the significance of the stability of the dynamic alliance; analysis the elements which effect the stability of the dynamic alliance; take out the tactics which can promote the stability of the dynamic alliance; by that we provide the stabilized basis for carrying out the stability of the dynamic alliance.
