Human resource development means training and organizing human resource with modern ways under some social conditions in order to keep the best proportion between human resource and physical resource. Human resource development includes development of spirit,knowledge,technology,creativity,physiological quality and so on.. Spirits development is to develop people's self-consciousness and activity. Knowledge development is to improve people's knowledge by basic education. Technical development is to supply people professional training for their career. Creativity development is to stimulate people's creation desire,creation thought and creation ability. Physiological quality development is the base of human resource development.The importance of rural human resource development displays in two aspects. On one hand, rural human resource development is the most important resource to impetus the development of rural economy. On the other hand, rural human resource development is essential to realize rural economy modernization. Rural human resource development should union three sides: controlling the scale of agricultural labors,raising professional farmer and diverting surplus rural labors,disposing rural human resource reasonably.The rural human resource development is facing four problems. The first is the number of rural human resource is too larger, so the difficulties and the potentiality to development exist at the same time. The second is the rural human resource gets the education and training at so low level that they not qualified for the construction of new socialist countryside. The third is rural human resource has bad physiological quality, which is easiest to be ignored. The fourth is the rural human resource still has not been systematic developed, which includes reasons as following: firstly, the farmers still take the quantities of children more important than the quality of children. Secondly, there is not an appropriate proportion between the cost and the income of rural human resource development. Thirdly, the system of rural education deviate the correct direction of human resource development. Lastly, the part of the government in rural human resource development has been weakened.To promote the rural human resource development, the following policies should be accepted. Firstly, the attitude for rural human resource development should be corrected. Mostly farmer consciousness should be transformed by propaganda the importance of rural human resource development with each kind of channel. Secondly, ram foundation for rural human resource development. It means controlling the population of rural people, improving the birth quality of rural people and developing rural public health enterprise. Thirdly, vigorously increase the investment for rural human resource development. The government should undertake the task of rural human resource development. Simultaneously, education investment system and education administration system should be informed. Fourthly, construct the rural human resource development system. The rural human resource should be developed gradually for its strong systematic characteristic. It is necessary to construct some special organizations to develop rural human resource. The core is to develop rural multi-level education. Specifically, it means improving the quality of rural basic education, popularizing rural vocational education and vigorously developing rural higher education. Fifthly, optimize the disposition of rural human resource, which is the last most crucial step in rural human resource development. And following policies should be adopted: reforming household register system; establishing the countryside social security system; adjusting industrial policy direction; establishing unified city and countryside labor market; strengthening the management for farmer employment and the service information network; eliminating the policy barrier of the city and rural overall plan employment.
