In recent years, with the acceleration of China's urbanization process and the deepening of the market-oriented reforms, many land-use problems began to surface, so people's concern about the reform of land system is gradually warming. Based on the current research of land system, we find that the concern about the reform of the land system mainly focuses on land rights, most of which more or less results from the related theories of the new institutional economics. However, there are many difficulties in solving practical problems with Western Economics which is based on the paradigm of individualism because of a series of specific institutional arrangements such as public ownership of land in China. The result of the public land system in China will be formed in accordance with the ideology and political power configuration. Therefore, if we try to inspect China's land system, we have to analyze the relations of politic powers among various social strata and various social groups. Among them, as government entities and configuration space of state power, the Administrative Division system is an essential part.The Correlation Analysis of land Institutions and administrative division is just on such realistic and theoretical background. As result of the complexity and the limitation of the author's ability, this paper will focus on the suburbs where land issues are more prominent. The Correlation of land Institutions and administrative division will be launched through three elements of administrative division: the nature of the administrative division, the level of the administrative division and the political boundaries.The whole paper consists of five chapters. The first chapter is an introduction, including missions of the topics, comments of the research and frameworks and methods of the research; Chapter II is the correlative analysis of the nature of the administrative division and the land Institutions. In this part, the nature of the administrative division is divided into municipal areas and rural areas, which have resulted in our unique urban and rural land system; Chapter III is the correlative analysis of the level of the administrative division and the land Institutions. Owing to the complexity of the problem, this chapter discusses the key issues of the land system arrangements through different levels of the administrative division; Chapter IV is the conelative analysis of the political boundaries and the land Institutions. This chapter also discusses the constraints of political boundaries on the allocation of land resources; Chapter v is the conclusion of the article, and a number of recommendations are discussed in view of the reality and perspective of this study.
