The industrial cluster is a kind of important economic phenomenon. A cluster means a large group of firms in related industries at a particular location. The industrial cluster can decrease cost, stimulate creativity, improve efficiency and promote the regional competitiveness, so it is an important way to promote the competitiveness of regional economy as well as an inevitable choice to speed up the development of regional economy.At the very beginning, after explaining the industrial clusters phenomenon in the logistics industrial which belongs to service sector, the paper points out that the modern logistics industrial clusters are some related and associated logistics enterprises concentrate in a particular location, such as logistics parks or logistics centers. Those logistics enterprises take logistics industrial as the leading factor, regard the manufacture and circulation industrial as an important part, and make transport hub installation, scientific research, management sector and medium organization as necessary part. And the writer thinks that logistics park is the space form of expression of the modern logistics industrial clusters. At the section 3, the paper analysis and studies the management mode and the role the government play during the process that logistics industrial clusters form and develop and points out that the government should play different roles in the different period of the development of logistics industrial clusters, which enriches and develops the content of industrial clusters. At the last part of the paper, the write studies the Beijing Airport Logistics Park and its industrial cluster phenomenon, and puts forward some proposals for its development.
