Research On Evaluating The Developing Level Of Logistics Parks Based On Industrial Clusters Theory

In the great developing of our modern logistics, Logistics Parks (LPs), as the critical nodes of the logistics system, impact greatly on its foundational role of promoting the national economic development. Since 1998, many LPs have been planned or put into operation throughout our country, but the development of these LPs has many problems.The Industrial Clusters (ICs) is a prevailing global economic phenomenon, which has caused many scholars or experts pay much attention to it world widely. Could we use the theory of ICs, occurred mainly in the manufacturing industry, to guide the LPs' developing? This is a question of worth exploring.The thesis started from the LP development, and discussed the LPs with an ICs' eye.Logistics Park Industrial Clusters (LPICs) was defined in two scopes. One is that, the LPICs work as a part of the ICs, and serve the ICs in logistics; the other is the logistics industry in the LPs makes progress guided by ICs laws. In other words, it means those logistics enterprises, and relevant agencies or organizations, work together to create new logistics ICs in the LPs.First, the author analyzed the papers or practice on the LPs and ICs, home and abroad. And, summed up the functions, characteristics, classifications, and gave a LP definition himself. At the same time, based on the discussion about the ICs, the author summarized the general characteristics, attributes, and advantages of the ICs, found the mechanism of ICs coming into being.Then, by comparing the LPs with ICs, the author found out the intrinsic relationship between them, and, discussed in the fields on factors, potentials, advantages, forming mechanisms, for the direction of ICs. Later, the author customized his development goals for the LPs guide by ICs, and suggested the related organizations how to achieve these goals.Finally, guide by his research, the author used the conclusion to construct a framework of Evaluation. Furthermore, discussed the factors and set up a system of appreciable indexes, and, selected Entropy Weighing-AHP to calculate the data of indexes. At the end, the author analyzed the Cuntan Logistics Park in Chongqing city, China, as a case.
