| Since the beginning of reform and opening up, transportation industry in China have made brilliant achievements and strongly supported the rapid economic and social development. However, to measure from such requirements as adaptation to economic development, the promotion of social progress and improving people's quality of life, there is still a considerable long way to go. For the high-speed developing China, there is no doubt that the construction of transport infrastructure is a best way to promote the regional economic and social developments in the pushing factors. Priority to the development of transport industry becomes an important strategy in the period of "11th Five Year" Plan.In this situation, a large number of transport plans unveiled, and it set off a surge of transport-constructing "new craze". Seeing the glorious perspective in the same time, we should also be soberly aware that some of the transport construction ills. In planning level, the most serious is the performance of "seizing" the transport resources. This "seizing" is not only reflected in the modes of transport, but also between the central and local governments. And it is precisely this "seizing" which led to the low efficiency in the allocation of transportation resources.In view of this phenomenon, this paper gave a theoretical explanation on the stages of the planning and evaluation, and also the relations between in the opinion of the transportation resources allocation system. The paper focused on the timing evaluation method of the planning, developed a rational system of monitoring indicators and brought it into demonstration analysis in typical sections of Beijing-Shanghai transport corridor. Finally, combined the theoretical and demonstration analysis, the paper gave the corresponding policy recommendations. |
