With the fierce competition of banks and the new business becoming increasingly clear, a bank needs more information systems to satisfy the competition and business demands. Hence the outsourcing of information system development is in the favor of any bank. However, there are many problems such as making an outsourcing project in a dilemma and sometimes discovering the system which is hard to meet the demands after completing the project in the outsourcing.This thesis carries out an analysis of the software project characteristics and the managing process, the key process of software outsourcing project. From the view of the bank (the software buyer), this thesis explores how to use the SA-CMM to optimize the process of software outsourcing project and strengthen the process management of software outsourcing project so that the project management level of software outsourcing in banking could be improved.The thesis falls into eight parts, the first part analyzes the present condition and problems of software outsourcing in banking, ascertaining research purpose and meaning, pointing out the realistic meaning of studying software outsourcing project management in banking, and defining the research thread and method.The second part introduces the software project characteristics, defining the concept, category and ways of software outsourcing project, and pointing out the advantages and disadvantages of software outsourcing for enterprise.The third part introduces and analyzes the SA- CMM (Software Acquisition Capability Maturity Model), pointing out that the SA- CMM has the advantage in the software outsourcing project management.The fourth part analyzes each basic process of software outsourcing project in detail, including approving and initiating a project, inviting public bidding and purchase, contract management, contract implement and contracting completion. Then it expounds on the effect and content of every process in detail, and proposes the author's opinion about attentions in every process and mode of dealing with.The fifth part studies and analyzes the management process in the software outsourcing project management in banking at present, divided into the five phase about project initiate, project invite public bidding ,project development, project check and accept, project ending. It studies and analyzes the gap about the software outsourcing project management in banking at present.The sixth part according to SA-CMM (Software Acquisition Capability Maturity Model) optimizes and improves the process of software outsourcing project in banking. It strengthens the process of management in outsourcing project and improves the project management level of software outsourcing in banking by adopting project manager responsibility system under outsourcing management office. By comparing the application of optimized model, it points out the advantage of the optimized model, and gets the conclusion that the optimized model even is advantageous in improving the project management level of software outsourcing in banking.The seventh part carries out a summary to the thesis, which points out the thesis's innovation and gives an outlook to further research of the topic.The eighth part is the enclosure, providing the documents and forms in the related process area of excellent model. For banking, software outsourcing project management model provides a very helpful reference.
