Human resources development are getting more and more concerns in enterprises' management practice.Middle-level managers as enterprises' communication bridges play great roals in their enterprises.Low-level managers as the performers of decisions are also very important for the development of enterprises.Based on the ex-researches of Chinese and foreign scholars, this thesis regards Jinan Advanced Fiber Co.,Ltd. as the research object,and aims to find the problems of human resource developments of the company.Through analysing the reasons of the problems,this thesis presents a series of countermeasures.Based on the ex-researches of the human resources development, by synthetically using methods of literature reviewing, interviewing managers in the companies, questionnaire investigating and summarizing the experience etc., this thesis analyzes and researchs the problem existing in its training process of the middle-level and low-level administrative staff.After synthetically analyzing ,this thesis points out the exisited problem of human resources management in the company such as uncomplete strategic human resource management,confused organization function,the unsystematic training process not according to employees' characters and sole training content.After that,this thesis analyses the subjective reason and objective condition which produces these problems.Adhering to the principle of pinpointing the problems and solving the problem, this thesis has put forward the systematic imagination of structuring and developing Jinan Advanced Fiber Co., Ltd. human resources development.Through updating points,the enterprise improved the related managers' qualities.On the premise of making the organization in order, let the enterprise enhance its development system status;training demand analysing and consummating training effect appraisals.Based on the above analyzing,the thesis has built job adjust system, career development management system, oneself developing system to support the construction of human resource development.There are also other subsystems such as choice and appointment system, work turning system, training system, professional development administrative system and performance appraisal.In order to guarantee the health of this system runs steadily , this thesis has proposed perfecting choice and appointment of cadres system, the salary system, the performance check system, and pushing enterprise's cultural construction ,etc..According to the above mentioned measures, this thesis constructs the systematic human resources development model for Jinan Advanced Fiber Co., Ltd. in order to improve its core competitive power.
