| In the era of knowledge-based economy, human resources become the organizational resources which have a great developing potentiality, the training and developing of human resources hold an important strategic position. The tax department is the national finance and taxation income organizations and agencies, responsible for carrying out the national tax laws and regulations, implementing effective collection to guarantee the state finance income, serving the taxpayer, monitoring social economy operation and so on many important functions. Training and developing take in human resources management an organic constituent, is affecting the local tax bureau overall strategy implementation success or not, how to carry out a strategic training and developing of human resources, provides strong personnel support and intelligence personnel security for the local tax bureau strategy development, has the very important research significance.This paper combined the research methods of investigation, analysis and comparison, to study how to build the training and developing of the strategic human resources in the local tax bureau, by integrating theories of public strategic management and human resources training and developing.Firstly, this paper proposed the essence of the training and developing of strategic human resources is a strategic managing process on a functional layer. Secondly, to construct the implementation model with the actual situation, this paper took the example of A local tax bureau to explain how to implement the training and developing of the strategic human resources; at the same time, on the basis of analyzing its human resource training and developing system, this paper also discovered that the existing problems at present is rooted in:as lack of knowledge in the strategic position of the training and developing of human resources, integrated strategic management system did not be formed; science advance of the training and developing is insufficient and modern advanced technology guidance in theoretic is lacking; in addition, it is unable to meet the demands of the development of modern information society for lack of emphasis in information on work of the training and developing. Thirdly, the paper analyzed necessity and feasibility of training and developing of the strategic human resources implemented in local tax bureau, so that constructed the implementation model of A local tax bureau finally. At the same time, applying techniques of SWOT analysis, demand analysis, leadership development based on developing center, training and developing based on position of non-competence of leading cadres, effect evaluating etc., this paper studied the whole process of strategy planning, implementing and assessing, and tried to establish a training and developing method of strategic human resources in local tax bureau, then resolve the existing problems at present, and with an expectation to have referential significance on practices. |
