The standard land price is one important part of the land price system. It stands for the average land price level of a region and reflects the actual economic effect of the land utilization comparatively and objectively. The standard land price renewal refers the process of comprehensive or partial adjustment of the standard land price, using the landincome, the dealing data and the land price index, on the base land grading or the homogeneous region division. The standard land price renewal has the important effect and significance. It can reflect the distribution rule and the level of the land price exactly, satisfy the request of using the price mechanism to adjust and control the land utilization, guarantee the rationality of regional distribution of the standard land price level and satisfy the request of land administration.The goal lies in keeping the current situation of the standard land price as to display the function of the guiding and adjusting and the controling well and enhance the efficiency of the land administrition.Combining the research of the standard land price renewal and balance project,this thesis analyzes the characteristic and existing problems of the renewal and appraisal methods of the standard land price of Nong'an in nearly three turns.In the foundation analyzing the actual renewal methods of the standard land price comprehensively, it analyzes and compares the renewal methods of Nong'an detailedly.According to the practice of Nong'an ,the author proposes a new renewal method by means of using land price monitoring points to calculate the land price index to renew the standard land price and uses this method to the commercial standard land price renewal of Nong'an.In the foundation of the results of the standard land price appraisal and renewal in nearly three turns of Nong'an, it analyzes its dynamic change characteristic from the rate of the inner structure of the standard land price and the change of the standard land price under unchanged land and analyzes the reasons of its dynamic change, and according to these it forecasts its future development trend.Through the research, we can educe the following conclusions:1. The standard land price appraisal and renewal of Nong'an has experienced the following stages, the grading income method- the grading income method and the dealing data method -he dealing data method. The methods are different at different stages and this tallys the innovation of land use system and the growth degree of the land market.2. following questions has existed in the actual renewal methods of the standard land price of Nong'an: the technical route is complex, it needs to consume vast manpower, material resources and financial resource, the appraisal cycle is long, the intervention of the government is big and it can not guarantee the dynamic renewal of the standard land price and so on. So it will not be the best renewal method of the standard land price in the future.3. The land price index renewal method has the following strong points: the calculation is simple, the method is simple, the cycle is short, the timeliness is strong and it can reflect the newest dynamic change of the real estate market, because the land value index uses the first data of the real estate market. Therefore, by the land price index to renew the standard land price, it can obtain renewal achievement that conforms the actual situation of the real estate market and it is the trend of the standard land price renewal in the future. But at present, it has not established land price index system in Nong'an, so it can not directly use this method to renew the standard land price. In view of the fact of Nong'an, the author proposes a renewal method that uses the land price monitoring points to calculate the land price index to renew the standard land price. It adopies strong points of land price index renewal method and also could fully use primary data which enable the new and the old data to have the continuity. The most practical value of this method is that it has established the land price monitoring points which distribute different ranks. We can carry on the real-time monitor to it, and gather and analysis the data timely. When the standard land price needs to renew, we can use the land price monitoring points to renew it timely and quickly.4.Taking the commercial standard land price as an example ,we use this method to renew the standard land price .According to renewal result ,it indicates that ,in recent years the commercial standard land price is steady but with a little rise and it conforms the practice of Nong'an.This indicates that this method is scientific and exact.5. The standard land price has a trend of rise year by year, which attributes to the strength of the economy of the town, the enhance of the environment and the basic establishment, the influence of the planning and also result of the change of the land system and the land price policy.6. In the future years, the overall land price will be steady with little rise, espetially the peripheral land price will have a larger rise; In the central region, the commercial standard land price will have the obvious rise, but the peripheral commercial land price will not have the obvious rise; The residential standard land price will not have the obvious rise, but it will not have the obvious rise in the three grade; The industrial standard land price has a smaller rise space.
